but since when did politicians start running present election campaigns on future election campaign promises? but since when did so many if’s sound like a solid election strategy?

**As per the information on the Con website, they say they can do it by the last year of their first majority mandate. I think that is fantasy so it is at best a promise to do it sometime in the second majority mandate. Regardless it is a bizarre campaign promise.
